And regardless i would doubt that to be the common usage at least, i read a veritable ton of ā€œamerican expatsā€ doing things (for example expat developers in japan), but they are literally immigrants. Meanwhile you donā€™t hear about ā€œexpatriation lawsā€.

If weā€™re splitting hairs I guess an expatriate is someone living in a foreign country, temporarily or permanently, without seeking citizenship. That seems to be the only key point.

Watch us get Trump when Canada finally got a liberal back. That is the universal balance between the US and Canada. Always a liberal and conservative at any given time.
